What are the infrastructure required to start a local ISP ? It is for a small town with say 500 users. Is there any software that allows us to set various " plans " for users?

You need the ISP license first and the network design to be done and all the planning. You need enterprise-grade routers, switches, RAS ,servers, mail servers, the building,high-speed fiber optic lines from the local telecommunications utility and so on. Not So Cheap .
